El lugar del encuentro será el Centro Heydar Aliyev, en Shamkir. Lleva el nombre del primer presidente de Azerbaiyán tras la independencia de la Unión Soviética. Vugar Gashimov
Vugar Gashimov fue uno de los mejores ajedrecistas de Azerbaiyán. Participó en las olimpiadas de ajedrez en cuatro ocasiones y también ganó la medalla de oro con el equipo azerí en el Campeonato de Europa por Equipos 2009. A causa de un tumor cerebral, estaba recibiendo tratamiento en un hospital en Alemania. Vugar Gashimov falleció la noche del 10 al 11 de enero de 2014.
